The right of citizens on health protection and favorable environment is secured by the Constitution of the Russian Federation (Article 42). During recent decades according to the declared course on improving quality of life in the Russian Federation the issues of ensuring sanitary-epidemiological safety of population become more topical. That problem becomes more topical in the field of decreasing population health risks in the course of industrial development in urban areas, especially rich in old industries of previous epoch, when industrial sites were chosen without account of environmental factors and domicile for workers was situated closer to enterprises.

Apart from resettlement of inhabitants from environmentally unsafe districts making sound decisions on careful location of industrial objects might be an effective instrument for addressing that issue. It allows to prevent the situation when pollution does not create significant negative impact on adjacent residential areas and does not create unacceptable environmental health risks.

Water of many sources of fresh water is unsuitable for drinking purposes as it might be a source of dissemination of various diseases or cause long-term health problems, if it does not correspond to certain water quality standards. Safe water that corresponds to existing standards could be called drinking water. If necessary, in order to correspond to sanitary-epidemiological norms water might be “prepared” at special water treatment stations.

At present consumers try to additionally purify tap water from harmful admixtures, and thus, improve its quality. For that purpose they buy domestic filters (devices for purifying water from mechanical, unsolvable particles, admixtures, chlorine and its compounds, as well as from viruses, bacteria, heavy metals, etc.).

Studies of filters of different price categories and different brands were held. Research was held according to several parameters, such as price, filter capacity, purification parameters declared by the producer, as well as the degree of purification from admixtures.

Time dictates the necessity of rapid development of projects of new construction and/or reconstruction of sanitation objects. Existence of practically outdated construction norms and regulations (СНиП 2.04.03-85) and absence of technological regulation it is necessary to address rather complex issues: correspondence of purification technologies in use and equipment to the best international standards with increased efficiency.

The work proposes the method for optimizing and rapid development of designing-technological decisions on the basis f the use of modern means of mathematic modelling.

The software complex GPS-XП 6.3 (Hydromantis, Inc., Канада) allows to form any scheme of treatment of wastewaters with treatment of sediments on the basis of mathematic modules of installations (mechanical, biological, physical-chemical treatment and decontamination). This realizes in practice (new construction and reconstruction) possibility of absolutely full account of the balance of masses in complex conditions of actual irregularity in inflow of initial technological load in terms of consumption and concentration of pollutants.

The results of mathematic modelling – selection of optimum technological scheme of wastewater treatment to necessary norms on organic pollution (COD, BOD), on biogenic elements (forms of nitrogen, phosphorus, etc.).
