The article discusses the place and role of a risk-based approach in environmental management processes at enterprises, describes the mechanisms for incorporating risk assessment into environmental management procedures and documents, discloses methods for using risk parameters in developing and implementing programs and plans for developing oil refining.
The relevance of the research is related to the improvement of the environmental management system of PJSC “Orsknefteorgsintez” and the fact that it is planned to introduce risk oriented approach in control and supervisory bodies, including bodies of state environmental supervision. The goal is to create risk-based environmental management approaches. PJSC "Orsknefteorgsintez" on the basis of an assessment of the risks to public health from pollution environment, interpreting the data and making appropriate management decisions.
Studies were conducted in two stages. During the first stage, the levels of risk to the health of the population created as a result of air pollution by emissions of PJSC Orsknefteorgsintez are determined. The results of a hygienic study to assess the risk to public health due to the negative impact of PJSC "Orsknefteorgsintez" with regard to the implementation of the program of the medium-term development of the enterprise are presented.
Presents the results of a comparative analysis of the levels of risk to public health before and after commissioning of reconstruction facilities as part of the medium-term development program of the enterprise. Based on the results of the first stage, recommendations were developed. management of public health risks created by production facilities of PJSC Orsknefteorgsintez (including control and monitoring).
The use of a risk-based approach optimizes the overall environmental quality management system in enterprises, optimizes interaction with regulatory bodies, significantly improves the quality of management decisions with regard to environmental requirements and increases the efficiency of investments.
