Institute "Cadastre" was one of the organizers of the expert workshop on the development of proposals for the transition of the Russian Federation to the green economy and proposals for the draft roadmap of the Ministry of Natural Resources    On March 16-17, 2017 at the Yaroslavl State Technical University “Cadaster” with the support of the Ministry of Natural Resources and the Environment of the Russian Federation held an expert workshop on the development of proposals for the transition of the Russian Federation to the green economy and proposals for the draft roadmap of the Ministry of Natural Resources and the Environment of the Russian Federation.
   The aim of the event was to develop concerted positions on the transition of the Russian Federation to green economy through expert assessment and determination of key actions for the transition of the Russian Federation to green inclusive growth, the priority of these actions, timeframes for the implementation, and implementation mechanisms with the necessary regulatory, administrative and financial support.
   Leading experts in the field of management and economy of sustainable development and the environment, environmental management, public health risk assessment, representatives of academic science and universities (Lomonosov Moscow State University, Institute for System Analysis of Russian Academy of Sciences, Institute of World Economy and International Relations of Russian Academy of Sciences, Institute of Geography of Russian Academy of Sciences, Institute “Cadaster”, Higher School of Economics, Dmitry Mendeleev University of Chemical Technology of Russia, Yaroslavl State Technical University, Yaroslavl State Pedagogical University named after K.D. Ushinsky), representatives of research and designing institutes, environmental organizations (World Wildlife Fund) and business took part in the workshop. Experts from OECD and the United Nations University for Peace also expressed their views on the problem.
   As a result of the expert workshop specific features of the green economy model concerning the Russian Federation conditions were defined, goals and priority areas were formulated in the framework of the transition to green economy, an expert assessment of system measures for the transition of the Russian Federation to green economy was held in terms of environmental risks mitigation and the rational use of natural resources, improvement in the economic growth quality, welfare and social justice.
   The participants of the expert meeting adopted the main priorities for the transition of the Russian Federation to green growth, among which are:
   - system support for green growth;
   - reducing environmental risks and rational use of natural resources, including more sustainable use of natural capital and ecosystem services, taking into account the externalities that damage or harm natural capital, enhancing of the ecosystems and ecosystem services as part of the environmental infrastructure;
   - improving the quality of economic growth, including encouragement of formation of sustainable consumption patterns in the society, formation and enhancement of sustainable production patterns, promoting green fair trade;
   - welfare and social justice improving, including increase of green employment and advanced training, improved access to ecosystem services and improved quality of life, stimulation of public participation and education for sustainable development.
   The experts noted that the actions considered during the discussions on the transition of the Russian Federation to green growth are current and correspond to international and national decisions in this sphere, they take into account the current institutional situation in the Russian Federation, strategic goals and priorities. They are aimed at the country's transition to a model of environmentally sustainable development that allows to ensure the effective use of the country's natural capital while simultaneously eliminating the impact of environmental threats on human health and improving the quality of life.
   Holding such an important event will make a significant contribution to the achieving the priority goals set in the Year of the Environment, and will help to move forward in preserving the favorable environment and improving the environmental situation, which are of prime importance for our country.
